The goal of this study was to profile the foundations of creating development strategies for rural communes in light of academic literature and empirical studies in 5 voivodships in various parts of Poland - 10 rural communes, 2 in each voivodship. The study encompassed two types of rural communes, developed and remote, as well as three groups of rural populations - farmers, entrepreneurs, and councilpeople. Strategic documentation from communes, results of personal research in the form of questionnaire (433 interviews) and free interviews with residents of communes in question, as well as gross statistical data, comprised the basic research material.
